nah it was closed before that, around the same time as the ring of fire arena, and the henge arena? i think?

Timeline wise, and based on the information Anet has given into their timing for chapter work, I'd have to assume Faction's storyline was coming together as Chapter 1 was released (hence all the Canthan references) and Nightfall storyline started being worked on probably ~6months after Chapter 1 release (well before factions came out).

Thus the ties between the chapters can be strong.

This is all just going on what they've told us (They said they work on each chapter 1 year before releasing it).

In Prophecies they lead you to believe that their "entire" people was wiped out... so it does shed some light that Canthans bought rare Eloian Mirrors (for no good reason), and seems to be an aimless mention of Elona.
