I always just thought of it as being that even magic-users had to be young once. Barring natural ability, and lacking magics to stop or reverse ageing, you are going to see a correlation between age and magical power - simply because the older wizards have been doing it for that much longer . Nothing stopping their younger students from being able to pick up a weapon if they'd had proper training, however...

The main difference is that the effects of age are much less crippling, relatively speaking, on old wizards than old warriors.

The 'strong body' thing comes from much older fantasy novels. If you were to look at some older pictures of wizards(old guys too) then a lot of them are more buff then the warriors in similar drawings. Flip through a dragonlance novel or something, I think they still use the idea(at least partially). Some novels go with the never changing amount of magic: what you're born with is what you have, so learn to use it wisely. Many older ones still used this idea, but also included the fact that your body is sort of a battery for your magic.You've only got so much energy to give your magic before you must recharge.

What I think would be really cool is for the casters to be able to use their wands/staffs as melee weapons. For example, a mesmer with a cane, when attacking in melee (doesn't automatically run into melee) unsheaths a hidden rapier from inside the cane (i.e part of the cane is the handle) and attacks with that. Or like, with a staff you attack as though you're weilding a hammer or something. No ingame effects at all, just cool animations.
