This is a good idea only if "smart" armor is not all armor. If smart armor were to exist, it should exist as a core armor, made available in the Underworld. It would not be as expensive as Obsidian armor with regards to the needed crafting material but would still require 15K to craft, as well as the skill to successfully survive the Underworld.
I say these things only because Guild Wars is an RPG and should require some challenge in managing one's character. The character need not fit every role but the role (and story) that the player has formed in his/her imagination. It would remove the challenge of managing the economy of a character.

The original "Essence Armor" concept was to allow the armor to change skin, stats and color at will, but alas, this idea did not had much support from the community.
In reply to this question of yours, I would say those people who wish to have different styles and colors of armor would have to fork out those gold to craft additional armors or purchase new dyes.
Storage is limited, compared to the "Smart Armor System" in which any armor piece is capable of storing all the Armor Insignias and Runes, and able to access it on the flly while in outposts/towns, without having to run back to the Xunlai Storage Agent hiding in a particular corner in the outpost/town.

By placing it in the Underworld, you would be effectively depriving many players the chance to enjoy the benefits that the Smart Armor System would offer.
Bear in mind that the Underworld can only be accessable when that particular region has favour.
I believe that whether or not any character "need" or "need not" fit every role is up to the players to decide, different people have different point of views.
Personally, I felt that it would not entirely "remove" the so called "challenge of managing the economy of a character", but instead lessen the "economical burden" of casual PvE players who wish to use their PvE characters to participate in the PvP aspect of Guild Wars.
Do remember that a character will still require gold to purchase new skills, dyes, Armor Insignias, Runes or even craft new sets of Armors etc.

Separate insignia and skins completely, make the insignia being stored in the inventory or an hipothetic insignia/runes panel and then changing the amor would only change the base attributes and skin

The Truth About this is that this is exactly what I've been looking for. I suggested in my thread that this be done to solve the problem to make Razah a variable hero like he was intended to be. Thanks for reviving this.

Also, if support for this option could be extended back to Tyrian and Canthan armors as well, that would be quite pleasant. (Obviously, they would need to "absorb" the required Runes/Insignia as well.)

this is good. but the runes are one of the goldsinks in game. and we all know that # of goldsinks is inversely proportional to inflation. and the next petition thread you know is increase the cap of gold in storage or something if this thing got implemented.

This smart armor should also apply to Heros, like many people I know have 8 chars onthe go and several of them have 10 or more Heros. Thats a lot of runes to farm/buy. Smart armor would not cost the game any of its gold sinks as people would be more likely to buy runes to equip on Heros so they can change there builds as well as there own.

You are my hero...I love this idea ten fold. I frequently switch attributes on my PvE characters, and buying new runes/insignias is damn expensive if I want to fully use them in my new attributes. Switching hammer mastery from axe mastery is more cost then the worth, what with insignias to increase KD and getting new superiors/majors/ or minors. With all the new options I can't afford to play all the builds I want in PvE, and it takes away a lot of fun out of it. Being able to absorb the runes/insignias is a great idea. Love it.

With the past removal of the attribute point earning system, addition of the secondary profession changing tab, and then hero headgear, this is the logical next step in making guild wars the ultimate game in flexibility. I love this idea; I was looking for a thread like this just yesterday, and somehow managed to look over this. My only suggestion is that the runes and insignias applied to "smart armor" not be salvagable, for people would never buy runes again were they.
On another note, I find it kind of funny how this thread has gotten no negative feedback, even though it suggests that all armor be able to absorb insignias. The petition for making insignias backwards compatible didn't go over nearly as well.

Currently my inventory is filled with many peices of armor just for my monk. I used to have a storage character who's sould pourpse in life was to hold armor. I have cut down on some but I carry multple versions of 15k Kurzick armor on my to change runes depending on my current build. Now 15k Kurzick isn't nearly as expensive as FoW (although it was close when factions first came out and the price of amber was almost 5k each) but with these high end armors it gets very expensive to have multiple sets. Someone mentioned this would also make PvE characters more usful in PvP enviroments which I also agree with. On one of my PvP characters sometimes my equipment has to change because of one skill difference which is near impossable on a PvE character. All in all a great idea.

That's how bad I want to see ANet implement this in-game. Hopefully other fans of this idea can get enough additional support so ANet will listen to the demand for it.
It wouldn't kill the Rune/Insignia market at all. Assuming ANet makes it so you'd have to buy/find/trade for each piece and apply them manually to give that piece said functionality, if anything it would increase the market for those. People would be buying up all the 100g runes/insignias like there was no tomorrow just to give added flexibility to their possible buildsets. Eventually the prices on many of them would rise (due to demand), and rune selling would actually become a good market again. Not only would this idea improve build flexibility, it would also revive the sagging rune/insignia market, which is two birds with one stone.
ANet, you better have noticed this thread, and this idea better be on your damn developmental chalkboard. Does ANet want this game to have as much build flexibility as possible? This is the logical next step in supporting that. Does ANet even realize how much of a pain in the butt it is to carry around multiple sets of armors and separate pieces of those armors (ie. my Warrior has Sword and Axe pieces for both my Gladiator's and Sentinel's Armor sets, which take up lots of space and the unused parts of which are actually being held on my Ranger because I'm low on Warrior storage space) just so we can have 16-attribute in some line? Storage runs out in a hurry (btw, thanks). ANet wants to be stingy on storage? I hate that they refuse to budge on that issue, but in the long run besides limiting space for drops with small storage space, it really hurts build flexibility too. Implementing this idea would go a long way towards alleviating that, plus it would be freakin' FUN to build up armor traits, wouldn't it?
The game needs this. People would love this. We'd (finally) would have something to do with all those crappy blue armors we find instead of selling the salvaged runes/insignias to the merchant for 25g.
Keep in mind that I still want more storage even if ANet decides to implement this idea. I want multiple sets of armor for vanity reasons too (and I'm far from being the only one). I need storage space to accommodate that.

I'm definitely behind this, it'd certainly help to lessen the demands for more storage space when you can easily just have one armour set with whatever combination of runes you desire.

Do you guys think this system can come with the ability to change what attribute your headgear bonuses? Because think about it... if you buy 5 insignias and every rune you can find for one headgear... do you really want to buy another headgear and put all of those insignias and stuff on THAT one?

An obvious extension to the armor system, this would alleviate a lot of the armor switch headache, as well as free up some of the virtually non-existent storage space. With this upgrade, I could actually make use of some of the specialty runes/insignias that I never use because they aren't as generic and I don't have the space to carry additional armor sets.

I just had something coming to my head, may sound awkward but...
Could we have A Menu system for armour?
Such as, When you press "I" ( Character Setup )
You can right click on an armour piece, and which ever armour you have ever purchased, it could be saved in there as part of the MENU.
Apparently, it would look something like this:
Then, you unlock, lets say, your Ele's DROK Fire Chest piece
and Groto's Air Chest piece
(Note Format: Place: Attribute [Optional: price tag])
Now, you have this:
Once you implement a Rune or Insignia for that chest piece, Menu Expands further, lets say:
Minor Energy Attunement,on Drok's Fire Chest piece
Major Water Attunement,on Drok's Fire Chest piece
Radiant Insignia, on Drok's Fire Chest piece
Minor Water attunement, on Groto's Air Chest piece
Minor Earth attunement, on Groto's Air Chest piece
Vitae Insignia, on Groto's Air Chest piece
This solves the so called "Wardrob" Problem, where user doesn't have to save armour in storage, but rather has it Unlocked.

Once you press the button, it gives you the option to unlock any of the armour piece that you are currently Wearing, Excluding those that are ALREADY Unlocked
You can pick that armour piece from the list, and click UNLOCK, and it is done.
Your Selected piece of armour gets unlocked.
