Hi Nik, just trying to help here (and if you already know this please ignore it completely!) but technically , for a given definition of perfect the shield that guy is offering you is as good as they get

16 is currently the best armour bonus a shield gives, 9 is a pretty good requirement ( I think you can get 8 req on perfect shields, not sure though). You need to decide whether you want a str or a tactics requirement though ( I take it this is for a warrior not a paragon shield). For the rest of the stats while there is a 'perfect' you need to decide whats best for your character. +45 health is the most you can get for a 'positive condition' ie In a stance or while enchanted. You can go up to 60 health bonus for condition 'while you are hexed' (Im not afan of that type of shield myself) , or the max is a 30hp bonus for a permanent/no conditions apply. Similarly you can get -2 dam for Stance/Enchanted or -3 for While hexed. The -5 dam you were talking about will have a % chance. Best of these types is -5/20%(although you can get non perfect versions of this mod ie -5/18% etc). I.e it only works 1 time in 5, so the AVERAGE damage reduciton is only -1. If youre going to be in a stance or enchanted most of the time the -2 is probably a better choice.
With Nightfall it gets a little more complex, you can get other types of bonus as well - so you need to decide what you want. Id personally avoid the shield offered cos to get its bonuses you need to both be in a stance AND enchanted. Its a lot more limited. Before you pay tons , in case you didnt know you can get perfect shields from collectors, or from weapon crafters (latter will cost you 5k and the different crafters will offer you different 'perfect' shields - and again only once you get past a certain point in the game). The collectors/crafters skins arent usually as nice as the ones you can find though. Good luck
