First off, you should know Mursaat Mesmers don't have a hex spell. IT could be the spell lock, the reason they were chasing. Regardless they should give up once you're way out of their range, which the runner was.
As for the Guile, he casted his spell on me. So I ran out of his aggro range, he still came after me, I let him cast again then ran and he didn't go back but yet persisted to follow me even though he was more than 5 radars away from his group. He got his spell off, but didn't give up. In my 5k hours/17 months of playing I never saw that and I lived in the Shiverpeaks.
