This is stupid, what'd be the point? It's completely useless and would probably make the game crappy. Think of how shadows, skies, and buildings are already made to look like a certain time. If it was to change, they'd have to do a lot of stuff which is pointless IMO. The sky never really effects me, mostly because I'm not looking at it a whole lot. When I do see it, it looks cool enough, I don't think they need help in the sky and setting department. Skills and game mechanics aswell as new areas need new things though.

i think this is good idea... with all the events like this the world would become more friendly.. more real and all an not so artificial... In droks there could be dwarfs, in Lions or other mayor cities of regions would be some different events ( Lions maybe some pirates... ) there should be more interacting with NPCs in towns.. not just storage and few merchants....
And music in cities they r all so alike... i just turned it off because it made me boring... there should be some theme effect depends on the city and region.. ( for ex. when your region ( EU, USA, Korea ) gets favor there could be some music starting in ToA, like some dance medieval music or something... there were many FRP games woth real great music in them...

Day/night cycles would be good. Itd add little something to Tyria, make it more interesting. I think te aggro bubble would be bigger at night(quieter, easier to hear things moving, ect). As it is now, Im not sure what kind of lighting is used, but they could use (I think this is it) object-based light(the sun would be the light source, and at night, the light would get darker(maybe timed reduction of the lights hue or something), I see the sky already moves, you could attach the "sun object" to it, and it would move through the sky.
My 2 cents.

Thanks, but was just thinking, you'd need to redden/orangen(
), the sunlight to give more accurate dusks/dawns, then, as moonlight takes over(need a transitional phase inbetween probably), you'd switch to a low gamma whitish light Probably be best to do night server side Id think, so players cant get much advantage from adjusting their own gamma settings.

nice if it were to have an effect on the mobs you find too. Say... morning desert hosts the griffins while at night those are replaced by the (ugh) scarabs. It's just an example so don't start shouting at me (I don't farm griffins). Other places the cycle may have no effect too, just different lighting. I'd loooove to see flashy ele skills at night anytime.
Also, missions, as they depend on night and day would be independent on the d/n cycle and so playable at any time.
