Actually, spear attack rate is faster than any bow (1.5s vs 2.0-2.7s for bows) and if you want to focus on spear damage, agressive refrain is a permanent 33% IAS buff that doesn't require any energy after the initial activation. No other class has anything remotely like this.
Paragons have a spike capability similar to rangers. The key skills here are "go for the eyes" and vicious attack. A 3-paragon + orders spike drops a target just as well as rspike, the only disadvantage being flight time. Paragons don't have fav or RtW to make spears fly faster.
True, there's nothing similar to barrage, but rangers weren't designed to do massive AoE damage in the first place. Barrage is simply an exception. A widespread one, but an exception nonetheless.

A better question is why would you use an ele air spiker? One sucks and so does the other.

A motivation paragon's healing output is actually higher than a 16 heal/13 DF monk spamming Heal Party on recharge. Don't knock +9
8 party-wide heals.
Setting things on fire for 2 (or 3) seconds does 28 (or 42) additional damage, ideally multipled by the number of physicals in your party (if each one hits a different target). Of course, the damage can't be added to a spike, like necro orders, but it's comparable to OoP when pressuring targets.
By "+1 energy there", I assume you mean post-nerf EF. Yeah, it got beaten to death with the nerf stick, but pre-nerf I could make a good argument for it being the most powerful skill in the game.

Yeah, I suppose wards (stand your ground, watch yourself, they're on fire), orders (GFTE, Anthem of Flame), heal party (song/ballad/aria of restoration), battery (aria of zeal, R.I.P. EF) and other utility isn't useful in PvE. Go spam meteor shower some more.
