I dont know if its possible, but I need a restoration offhand with this mods:

req any up to 12 restoration magic
halves cast time of spells 10%, or halves cast time of restoration spells (20%)
paying well

You could get an inscriptible restoration focus and put that and a HCT 10% or HCT Restoration 20% on it.
Bit of a hassle, I know, but you'd probably have a hard time getting a perfect one with those exact stats. b/o for the item is 4k, but we could negotiate on price.
