What "blunder" do you speak of? I honestly don't recall one. If you mean that the candy cane shards were used for both masks and obtaining other items, you're correct in that aspect but that's about it. It wasn't a "blunder" and there was little confusion because it was clarified that you should hold on to your shards until the finale.

You didn't need candy cane shards to get a mask in either wintersday event. The last event you merely needed them to gain favor for the district. To recieve a mask, you merely needed to be present. The only events so far that have required you to have items for a mask have been the Day of the Tengu and the Dragon Festival, but the items needed in those events for masks had no other use.
