I'm not asking for your opinion, I'm asking for where you got the information from. As far as I'm concerned they are half-giants, as in real half-giants, because the article in PCGamer clearly states such. The article isn't a summary based off something they heard at a game show, they actually sat down with ANet on this one, its an interview.
I highly doubt they would add a new race, describe them as half-giants, and then just have them be a slightly taller human, when we are already receiving humans as another race to choose from. That makes no sense at all.

and no where does it say half giants, it does though say they are vikings, which by the way, where bigger than average

But if you think about it, it does make sense: The Jotun, or Norse Giants, are a big part of Norse mythology. And the concept art certainly leans towards a Norse influence.
Of course, concepts could change, but I would be very surpised if the Norns were not half-giants.
(also, it would contrast with the known Shiverpeak inhabitants: the Dwarves).
On a related note, I love all the Norn concept pieces (including the Norn Tower), and really don't care what they officially are, as long as they look as cool as they do in concept.
