In (yes, I know) WoW you can root someone. They can still use skills but it's a good way of running away from someone ^^ That could work...

u should think of it more as a disabling condition. by that i mean movement and attack. ex:
Frozen - while you are frozen you cannot move or attack, and spells take twice as long to cast, however you are immune to physical damage.
**this would make it able for others to still use spells, however they would be much easier to inturrupt/spike.
skill ex:

Freezing Rain[E] - Target foe and foes adjacent to your target suffer 30...90(110) damage and are frozen for 1...3 (4) seconds.this spell causes exhaustion
i think freezing should be just like burning: short duration
overall though i think this is an unneeded condition, and would not be useful anyway

Why not make it like:
Target foe is struck for xx cold damage. This skill has a 5...15% chance to freeze the target in place.
Frozen condition: Target foe is frozen in place and cannot move. They can still use skills, but cannot attack. When frozen, foes have a 5% chance of getting Frostbite.
Frostbite condition: Affected creature takes 20 damage for each enchantment on that creature when first affected by Frostbite.
