Are you able to make a level 1 character or are you required to have a level 20 character to play it?

If you're talking about GW:EN then yes, you have to have a level 20 character to play it.

PvE : Start at level 1 and work way up

No you're wrong.... GW:EN is an expansion not at a standalone game. You will need lvl 20 to access it.

Which also means you have to have one of the first three chapters in order to play - its an expansion not a stand alone game.

I think that to play GW:EN, you can use any level. If you wanted to, you could probably start it with a level 1, 10, 18 or 20. Whatever you have in LA or the other capitals at the time. But since it's an expansion geared towards already experienced players, it's probably best to start out with a level 20.

Yeah, you don't necessarily have to be lvl20. (Probably)

There's just no newb island. So theoretically, if you're at LA, Kaineng or Docks, you should be able to get there.
