My guess is:
Weapon skins will unlock weapon skins (no use debating what the stats of such weapons are, since we have no idea if weapons will even "max out" in GW2!).
Armor skins will unlock armor skins.

Heroes will unlock Companions (there will be no Heroes in GW2).
Titles will unlock Titles, perhaps giving you an inherent game bonus, perhaps just vanity.
In any case, who cares? If you're working on Titles just for GW2, then you're missing the entire point. Titles are, for the most part, vanity (with the exception of the Skills based on Titles, but who knows if that will carry over...)
Why expect something more from a Vanity title?

Gaining unique minipets and weapons thru the hall of monuments in GW2 isn't a bad thing, or giving certain people more of an advantage.
They will start the game with no money, just like everyone else, if they wan't to sell these unique things at ridiculous prices, they will have to wait for other players to farm that money. They aren't going to start out super rich, just get that way later. Loviatar

if they make it to where, it's equipped, the other similar skill can't be equipped, then find. But if it allows them to bring 2 of essentially the same skill, while other players cannot, then that is unbalanced.

think for a moment way back when those duplicate factions skills were discovered. this named skill is identical to the factions skill of this different name. no problems were reported. they could also have it so it would be unavailable if you already had the HOM version. just guessing on this bloodvayne

Yes, but the fact with that was that everybody could have both skills on their bars, so it wasn't unbalanced. Does anyone know if HOM is Account or Character based? Most of my titles are spread out to diff characters. I really dont wanna have to switch my ppl everytime just to show all of my stuff, if anyone knows plz tell me ty

HoM is by character.

watch the end of the video on ign they explain what goes in the hall better than old video did. it says the weapons for the hall will be attainable through gwen.

All I hope is whatever it unlocks is "customized" to the new character/account and thus "non-tradeable". (like the /bonus weapons non-tradeable for example)

After watching the IGN video Id have to agree this would be account based. There were weapons, and armor for different classes. That would imply the titles and HERO's are ones available to your account.
I wonder if total PvP players will have any form of monument to pass on to GW2? I would assume no because PvP is NOT PvE and would, in most aspects, not enjoy the role playing aspect of passing on an inheritance to their decedents. One aspect I would like to see is the ability to inscribe something written that I can write about my characters history. I am sure that is asking too much though. PotatoChips

I still think that titles will unlock a special emote for your GW2 characters ie similar to the emotes you see with HA.

That sounds very messy IMO, just keep it all account based, that way everything that all your characters have achieved will be kept together in a nice neat package.

Are Divine Aura or CE dances to be inhereted in GW2? I hope honestly that Anet will let us inheret that as an extra gift for the players who put some extra money in the game. We support them by buying the CE and I hope they will support us in return. Charlotte the Harlot

So can we presume:
HoM is account based, but you'll need to get each Character to the Hall to enter in his/her "stuff". Titles like "Kind of a Big Deal" are still Character based: you won't get it unlocked just because you happen to have 5 characters with 5 titles each. However, each Title should be recorded in your HoM individually. This is actually very cool for the casual player who may have played different campaigns with different characters. Hopefully, we'll only have to have one character complete a Chapter to have it recorded as being completed. I'd like to see a Quest reward as well (Title based or not), where we get recognition for completing every Quest in a Chapter. Comments? stiffler
