I managed to take a few screens of it, it's hard to really make anything out, but it does look like a destroyer..
It even has the same type of cracked skin along it's back that the destoryers have with all the fire coming out.

Remember one of the official GW:EN trailers, at the end there was a huge Destroyer in a pit of lava, spewing fire from it's mouth all over the place! It sort of resembles the thing in the lake!

The Norn's being able to take the form of a bears is influenced heavily by Viking berserkers who wore bear pelts to battle. Actually, it's a Giganticus Lupicus probably. It's theorised on Lore fora that the bones found in the Desert and Catacombs are of the Giganticus Lupicus. This creature bears a lot of resemblance to those bones.

There are enormous skeletons strewn all over that part of the world - it's not hard to imagine one was preserved in the frozen lake. I wonder if it's still fresh... =)
