Hmmm...haven't seen this before. Each time I see it I alternate whether I sign or don't sign... I think I /notsigned last time, so this time:

It makes more sense as character based (think about it. you are not smarter because your brother read a bunch of books, right? and if Indiana Jones had a brother he would not get credit of Indiana's work). But due to game mechanics (the whole account idea where you can have multiple characters that can share nearly EVERYTHING), making these titles separate is kind of pointless. (Next time I will /notsign).

Why should 9 of my 10 PvE characters pass on chests when I am doing elite areas just so I can save to afford keys/picks for the 1 character to work on this title? Yeah sure, I could grind/farm forever to be able to afford keys for all my characters, but that's certainly not fun or practical.
I am also tired of wasting time to swap between characters just so my 1 character with the titles can ID all the golds and salvage everything. It would be so much easier if the title was account wide so I could focus on PLAYING and HAVING FUN.

Why should 9 of my 10 PvE characters pass on chests when I am doing elite areas just so I can save to afford keys/picks for the 1 character to work on this title? Yeah sure, I could grind/farm forever to be able to afford keys for all my characters, but that's certainly not fun or practical.
I am also tired of wasting time to swap between characters just so my 1 character with the titles can ID all the golds and salvage everything. It would be so much easier if the title was account wide so I could focus on PLAYING and HAVING FUN.

1) You save money with the treasure/wisdom seeker titles and can make cash with salvaging mods off items and then selling them. That is true. But since it costs you money to get the treasure hunter title in the first place, it balances out (the money you save/earn merchanting blues in seperate peices won't recuperate the cost of 1000s of keys for a long time).
2) With perfect salvage kits, having one "salvage" character to save leet weapons/armor is unimportant now.
Im kinda on the fence i ran lots of chests on my ranger before i decided my sin would be my title char and would like to open chests i pass with other chars also not having to stick things in the store to id/salvage them would be nice as well.
However, the whole point of "one character titles" is to show you did it on that character and showing it on a level 3 pre sear wammo would miss the point of this. it would also cheapen the very hard to max treasure hunter as its easier with say a warrior than it is a necro, then again the money is the main hard bit of that title.

There is a balance between doing it the way suggested by everyone suggests. That is to make it both account based AND character based. For example... If you have a character with lvl 3 wisdom, all characters on your account benefit from it, but only the one could actually display the title. And perhaps you should make the benefits stack and be worth less... something like this.
LvL1= +.5%salvage bonus (per char with title)
LvL2= +1%
Etc...
LvL7=+15% salvage bonus (per char with title)
Up to a guaranteed Salvage.
Gives you something to work for... imagine... NEVER break ANYTHING again!!!

To me, this is one of those big things ANet still needs to fix. I'm not sure how they'd implement it if they ever did it, but it sure would be nice. I share my opinion with a lot of other people in this thread. Wisdom's really getting to be a hassle, and the fact that it's all that work just to max it on one person brings back that whole "discouraging multiple characters" things, and Treasure Hunter's even longer, and way more expensive, to boot. Sure, titles are never required, but I'd like to go for it for completion's sake, and the bonus is always nice. Account-based would make these titles (way more) achievable for us casual people who'd like to get it done eventually.
