This seems like the best answer here...especially since it only happened to me once after that quest. I can try it again and see if they've returned, but I doubt it.

OK there is nothing.
I just checked and there is nothing behind the rock.

Budger is there for during the quest to find the Nornbear and kill it...there are barricades in your way that are not there when the quest is inactive.
I don't know why you'd need him there otherwise.

The miners were not there during the pre-view and only appear after doing the quest entitled "The Big Unfriendly Jotun" obtained from Undrath Blastrock in Sifhalla.

Am I the only person that read the article on the PC Gamer web site about GW2? It states that there are sleeping dragons all over the lands. I bet it one of those just like the monster under the ice is. And we are not suposee to be able to get to it or see it until it is awakened. But until this time, if by any remote chance someone goes get it blasted open, please tell us how. And while im at it, has anyone found anything for the little dworf to blow open for us? I sure cant find anything.

Considering I completed that quest on 4 characters and NEVER talked to Budger, I'd say he isn't there for that quest. If it is simply a 'fun' way of clearing the area, why is it only in that area?
I'd say Anet either hasn't put his use into the game yet, or he has none.

probaby something either they took out of the game but left the npc there..or its something that will be used to keep us gaming as it gets closer to GW2 release

There's a mission that you get in battledepths that is assinged to you. You have to clear a secret cave of the stone summit. These where the ones that tried to attack King Jalis and in retaliation, you get the quest to clear the cave.
This mission is a followup of "Attack on Jalis Camp"
The misison name is "In the service of Revenge"
You need to clear the stone summit from a secret cave in Drakkar Lake.
Possibly you might be reffering to this cave. And the cave would not be available until you have the quest.

This is just like that thread that discussed the black dot that appeared in the Elona map and how it was supposed to be related to the Elona elite mission (before DoA was out)
I think its just things that Anet puts there to keep people busy thinking about the game. (smart on Anet's behalf if you ask me)
This is just like the ancient weapon in the Arid Sea, the glowing wall in Forum Highlands, that NPC (forgot his name) that shows in different places in the noob island in NF or that temple looking area in UW.

The "Ancient Weapon" was originally going to be needed to knock over the big statue you walk across to get to that Forgotten guy to do the 15 attribute quest. They ended up scraping the idea, instead they just made the statue always knocked over, but left the "Ancient Weapon" in Arid Sea.

It wouldn't surprise me that theres more elite dungeons to be unlocked. Slavers exile is the only one available, kinda odd only having one elite place for existing characters. It makes sense that It's possible to be more elite or master areas.
