Ummm...both sides can run around like maniacs or concentrate on capping. Its the just the luck of the draw. I try encourage people to stay at the shrines and defend and only engage in combat that way. No running around like buffoons. Also, I frown on standing by the teleporters and killing people as soon as they appear. Its just in bad taste.
I'm a Luxon mainly because there are just too many danged Kurzies.

Plus alot of Kurzick guilds are like "Donate 5k a day or else!!". What if someone doesn't have Factions? The concept of two opposing factions is ok but just leads to immature spamming. I wish there'd been 3 factions. It would be harder for any one faction to control more areas than another and make it more of an achievement when you do gain control of a town.
I wish ANet would give enough quests in the Luxon area to equal 10k faction for Befriending The Luxons. Did they ever explain why Kurzicks get more that 10k faction from quests but Luxons get less? Also, why did they make all the foes in the Kurzick area so much easier to kill? A balance between the areas each faction controls is needed.
