1 Elite skill to be used only in... how many? 6 areas?
The areas where you can use the LB skill are more than 15 (More if you count each Anguish region as a separate area).
Ursan is one of the GW:EN answers to areas were some professions would have a hard time.
The only change the Norn blessings need is to wok exactly the same regardless of profession:
- Fixed energy (Probably 60)
- Primary attribute reduced to 0.
- Fixed armor.
- Fixed health.
:Affected by Norn title attribute bonuses
:NOT affected by profession and equipment bonuses.
In the same way Siege Devourer, Junundu, Halloween Disguises and Bonus Mission pack disguises work.
No further change is needed.

The UB attacks aren't quite as powerful junundu siege, but on the other hand they're on shorter recharge, and free. Drop a Quickening Zephyr and each player, at level 5 ursan blessing, has a AoE knockdown every 5 seconds, do 120 unblockable armor-ignoring damage every 2 seconds, and unlike junundu/devourer attacks the ursan skills cost no energy.
Basically UB is as, if not more, overpowered than Junundu - and can go everywhere.
That's the skill you suggest doesn't need change.
Personally I'm convinced the UB skills will have to be changed, UB is game-breaking at the moment.

In GW, metagame rules. Whatever is popular will be run, what isn't wont be.
You want to be original, good luck at finding a group. This applies to both PvE and PvP.

Is this a major concern? No. GW's economy is dying and the title grind is the way to go in PvE. If you don't like that, that's really too bad, it happened.

It was already nerfed by making it a touch skill, although it doesn't affect tanks, I found that UB worked best on my ele because of me having about 90 energy, so it did affect its strength to a very small degree.
For the most part I think UB should just stay the same, it's not a guaranteed victory, I've used it and I found I could dish out more dmg with my average nuker build. I suppose that's because my rank was 4 and that I was the only ursan but I think it should stay the same.
