A single skill unique to each one? Maybe.
- Bear Form for Jora (after making her quest).
- Gloat for Pyre.
- Summon beta Golem for Vekk (After making his quests)
- Trapple for Zhed.
etc.
PvE skills? No. Now they work as 'treats' to reward those that play in with other players.

When I first played through Eye of the North, I was quite surprised after completing Curse of the Norn Bear that Jora did not have some sort of bear skill. I had assumed that after the curse was lifted she would have this skill.
I like the idea of making the skills hero/campaign specific. Makes the heros more unique instead of just picking them based on appearence. Might finally give Norgu and Goren some play time if they get half decent skills that other heros cant use.

I think changing it to a stance and remove the kneeling portion would be good balance. Of course, it would act like the Wastrel skills, if it doesn't go through the full duration, no affect.

I, for one, think Heroes should get PvE skills. While monster skills would make them more overpowered than people, with the exception of Mox, the slogan is "Play with your friends, or ours!" and they should be able to have the same advantages/disadvantages as the player. Ohhhh, but what about the QQers saying "aaaaa its overpowered omg omg omg aaaaaaAAAAAAAAAAAA!!!!!!!!!!!!"? A full human team can do the same, if not, better, than heroes, dumbasses, and it is people like you who make me think common sense isn't too common anymore <_<

Specifically, you should be playing with your friends, or that of ANET. This isn't pug wars. Do you want more flexibility or variety to the game? Customization, perhaps? Being able to enjoy all professions even though you only play a paragon? Then heroes should get PvE skills. Don't be stupid. Anet called this a CORPG for a reason. You can play with your friends.

I like the idea of the OP, if not the specific details. (A lot of PvE skills are imba imho, and giving Vekk all of the Asuran skills seems like overkill.)
I do like the idea of having heroes possess a unique Hero skill, though. Makes each hero more of a collectible - so MoW is different from Olias and Livia; Koss is different from Goren; Melonni from Kahmu; etc. The challenge, of course, would be to give each hero a unique skill that was balanced - otherwise, as we see with regular and elite skills, only a handful ever see regular play.
Of course, that would also add to the desire to implement a full hero party...

Tought 1 imbagon is smarter play than some other abused skills.
Also, a note on Razah : no "call-to-torment-like" skill for him, it's actually a demon skill. I'm surprised you forgot that detail Azazel.

Trample on Zhed? Good god. Enough people already complain about his eratic aggro behavior. Giving him a skill that requiers him to run into a mob to use would be horrid. You'd be forced to give him skills to deal with it, and not give him a 'normal' build for an Elementalist.
Razah....lol. Razah goes below 50% health and uses Call to Torment. New Razah is made
I have seen Torment creatures multiply more than once, and have 1 monster become 4 or 5 due to targeting issues. Can you imagine having a team of 2 players and 2 Razah's becoming a team of 2 players and 4 Razah's, 6 Razah's?
Overall, I see no reason at all to give any hero any PvE only skill, and even less reason to give them Monster skills. I play with hero/hench more than I do other people. However, this is a game designed around MULTIPLAYER aspects, so you should be playing with other people if you want those skills used.

Could easily put a timer on the duplicates as well.
The Call of Torment (personally something I would love to see just for laughs) seems to be the most hated skill of the suggestions. Bigger Nerfed version?
