Bring him back as ghostly shiro(his normal noble self?) like all of the guys in Tahnakatikitakitittitkai temple.

Well, you would have to cleanse his tainted soul first.

I recall Lyssa being the one that cleanses stuff. You know, revealing what things really are under a facade and things like that.

Let's see...
The Vizier, Shiro and Varesh are examples of corrupted souls that though they were doing good at the beginning, tricked by demons in human shape.

They could add the realm of Lyssa, a labyrinth with some quests, and some of them would be the available if you own the appropriate campaign:
- If you have Prophecies, you can help cleanse the vizier, and he will come back not as a necromancer (we already have 3) but as a male human ritualist (we don't have that).
- If you have Factions, Shiro would come back as a Norn Assassin (look at his size, that guy could never be human, he's bigger than the Envoys) and thus we'll have two human assassin and a non-human one.
- Varesh would come back as Margonite Paragon. Her change into 'commander Varesh' was too strong due to nightfall, and can't be undone, but like the Aposate she can keep her free will.

Then all what is left is a non-human mesmer to have two human and one non-human of each profession.
