I tend to agree with Sorin, but as to whether it is a bug or a feature one could argue either way. From my limited experience (around 6000 locked chests in Vabbi) staves that come with a wrapping of Deathbane are always inscribable but the only non-inscribable item that dropped during the whole time was a max r9 rare Fellblade of - what else - Deathbane

Its hard to come out with the numbers in this case because people will report/complain when they get a vs xx mods non-inscribable but when people do get the vs xx mods inscribable, they won't report (obviously).
So the actual numbers are hard to calculate.

I got a junk sword from FoW chest (the end chest, which is supposed to drop only inscr. weapons) which was both uninscrib and had a deathbane mod. At the time I did not think much of it as it was merch food anyway.

Actually I must say that a guildie reported a gold inscribable weapon drop with a deathbane mod...today. So...while it's not 100%, it's rather common to have deathbane and non-inscr.

if i got 1gold for every damn deathbane mod i have gotten raptor farming in the last week.
I would have 1 million and fow for all my characters. Anet seems to hate the undead, and inscriptions<_<

I have to be honest...i didnt believe this deathbane "glitch" untill i experienced it for myself. I farmed like mad this weekend for sweets, and definately noticed this pattern while farming.
i counted 12 deathbane mods that dropped on golds for me.
of the 12, 5 had no inscription slot.
of all the rest of the golds (mustve been 150+), nothing else was uninscribable. Only the weapons with deathbane had this problem.

Serious people they drop with and without inscriptions that part of the quation is random.
The part where its 99% that if it doesnt have one that its also has a deathbane mod on it. Theres a major reason since deathbane is the most common vs mod in game.

I opened the Zchest with 2 keys about 2 days ago and I got 2 rares.
One with an inscription slot and deathbane mod
The other with deathbane mod and no inscription slot.
What I do notice is when it doesn't have an inscription slot, it always has a deathbane mod.

The glitch is with a +xx vs enemy mode and xx% dmg mods. You will NEVER find a drop with both 15^50 and +20vstengu naturally, for example. It will have to be modded after dropping and iding.
The item can still be inscibable however if its +20vsX and +5e/10% HSR/Highly Salvagable/etc. etc.
Sucks that it happened on a obsidan edge. Has happened to probably every farmer to some degree.

Not all deathbane weapons are not inscribable, and not all non-inscribable weapons have deathbane mods but there sure is correlation between the two.

I have been keeping an eye on this lately and Sorin's guess appears to be right on money. Supposedly inscribable weapons are only non-inscribable when they have the deathbane mod, and weapons which have the deathbane mod but are nevertheless inscribable always have a non-damage modifier inscription.
So, it's a bug.

But yeah, as far as I can tell, every weapon that comes without an inscription slot is automatically going to have a deathbane mod.
