This wouldn't be a spammable skill, so the idea of keeping your teammates in constant knockdown is out. Some posters have put good fixes into this, so I'll suggest a revised version:
(Elite spell) Rock of the Heavens:
Target other ally is knocked down and healed for 50...600. Allies adjacent to that ally gain 5 health regeneration for 10 seconds. For 1...3 seconds, foes adjacent to that ally begin burning.
Cost 10, Cast 1/4, Recharge 45
If you were going to run a build with this skill, chances are you're teammates will go prepared to handle the kd. In a PvE case with random teammates, they will just have to deal with it! The quick casting time gives the monk the control to observe what their target is doing so they don't stupidly cast while the ally is on second 4/5 of meteor shower or something along those lines.
Now, let's say the burning affected the healed ally instead. That would be a useful and predictable way to spread burning to your enemy with plague touch then epidemic for instance. Or to just mend condition and get even more healing out of the spell (assuming they've been hurt since the casting completely healed them anyway). This spell would heal so much it could power through things like defile flesh without having to remove hex first. The regeneration to other allies is not an enchantment. It would be part of the skill and work like troll unguent where it can' be stripped.
Just different ideas.
