Since the original point was to give heroes to Prophecies campaign I would recommend the following minor plotline characters:
the necro trainer from catacombs in pre (I forget his name) (necro) - available upon reaching post-searing. Since he can't hang out in the catacombs anymore he doesn't have much else to do and doesn't make any other appearances.
Farrah Cappo (Warrior) - available upon completing Little Thom quest.
Ventari (or other centaur) (Mesmer) - upon defeating white mantle around Ventari's refuge.
Carlotta (Ranger) - I dunno, a spider hero just seems a little different, plus there needs to be some explanation of how she makes it from the main continent to RoF. available from Riverside Province.
a Forgotten (Monk) - available after defeating Doppleganger.
