I was in ToA and got in a UW SC PUG. The leader of the party charged everybody 850g for the conset, after the whole team paid him, he left. The team wanted to report the guy but he went offline on status so we couldn't.
I know some people might come here and say: "add him to your list and whenever hes online report him".
Yeah it could be done but as i said it was a PUG, everybody got pissed off because he couldn't be reported and left the team. I believe is much easier for GMs to judge a if a player is really a scammer if 7 people report him then if only one do it.

yes, by god yes they really really need to change the report thing. there have been many instances when a player has scammed etc ( not to me but my friends) and was unable to report him as he either went offline or set status as offline. Also as you pointed out the number reporting makes a different. in RA for ex you might report someone for leaving ( flist him then report later) but he wont be punished because your party members might not report.

It also stops and officer of a guild posting in the status announcement that everyone in the guild should report "so and so". It's set up for the report to be made right then and there, so no one else getting second hand info reports them, same reason you have to be in the smae district. They want the report from the horses mouth, not unofficail witness baseing their report on hearsay.
Yeah the report is flawed, but it has it protections too, atleast it's there, and to be honest, next time don't pay until:
A) Your in UW
B) The Consets have been used

Yes, you should be able to report people who are offline or in a different district then you. As it stands, bots, scammers, and foul mouthed jerks are able to easily exploit a loop hole in the system to avoid punishment. Such a loophole defeats the point of a report system.
And to anybody who goes "don't bother reporting people and suck it up," A.net added the report feature to be used (and to act as a deterent). It is not some pretty little decoration.

and besides that, do some math: 850x7= 5950
If he does that only 4 times a day its almost 24k daily which most regular player cant make only by playing the game.
If nobody reports him because he goes offline, he can keep doing this over and over, and get rich by scamming people and not beign reported.

Yeah I think it should be added but fear that PVP will abuse it. Lots of leavers with 30 seconds on the clock especially when you have an idiot runner etc... Also it may stop some syncs leavers so who knows

what people are forgetting tho is that ANet can easily look at when the report was made and thus surely they can get the incident in a log of somekind. So if a guild were to 'pull together' to report an innocent player, then all Anet would have to do is see when the reports were made, and then see if they even had contact with them....which obviously they wouldn't have. whoever did have contact with them, surely the log would prove what really happened....i mean even msn has chatlogs saved to ur computer so surely Anet has a chatlog saving feature on their servers for reports :/

Trust me, it's not that big of a deal, and if someone wants to make ~25k per day from scamming, it really doesn't bother me, because in the end, what did they really just take? Virtual money from virtual people. Go out and kill stuff for 20 minutes and you'll get 850g no problem.
Yeah, the report option has its share of flaws, but not nearly as much as skill balancing, so I'm not gonna complain.
Once Anet fixes their game so much that this is the greatest of our problems, we will truly be playing a great game, until then, I don't give a rat's behind about reporting.

I've reported scammers, and Arenanet does nothing about them because it's not actually breaking the user agreement. Their stance on it is: "well it's your fault". Of course that was a desert run, a year + ago.

You can still report anyone. Just do it online, the old-fashioned way, at their website. I don't believe they take any action against scammers anyway.

Rather than coming here to complain about it (although the op has a good point that the report system should extend to offline players) I recognized the reason I lost the money was because of my own fault, not ANet's or anyone else's. I was in a hurry and not paying attention and got 100g instead of 100k in a trade. Big deal, tough luck, time to earn it back.
The best thing you can do for running/services is not pay until the section you are paying for has been completed. I often see people in Beacon's Perch complaining they were scammed by paying 1k in advance for a Drok's Run that never took place. If someone insists on getting the money first, and showing it to them (NEVER on the ground, in a trade window), find another service (optimal) or take your chances. When dealing with more professional players, you can agree to a fair "payment plan" for paying as you go.

Lots of reports never get action..... the obvious HFFF botting that goes on - report them and they are still there day after day botting away.... the abusive people in RA, the leechers in Aspenwood, the scammers.....

Its not a complaint about the scamming its a suggestion to improve the report option. I dont care how much money you make on predictions or whatever, i can make at least double of that farming elite missions and areas.
Its really a shame and sad to read what you wrote. A player that doesn't care about people getting scammed, it really sucks, you really suck.
Another stupid thing you said is to compare skill balancing with this improvement im suggesting. Do you have any idea about coding a game? im absolutely sure you dont. The amount of hours the developers would have to spend on make the report option available when player is offline is at least 1/20 if not more of the hours they would have to spend to do a skill balancing. Besides that, skill balancing has lots of different opinions, so they would have also to decide what and how to do it, which would increase the hours of work on this subject.

Today I ran into a guy in Kaineng who got scammed out of his mini shiro and couldn't report because the scammer went off to another district. I'm agreeable to being able to report people who went off to another district or set their status to offline, but in cases like scamming, I do think sending a screenshot would be better.

- Being in a party with you.
- Being in the same district at the same time as you.
- Traded with you.
- Wispered to you.
There should be a leeway of 5 minutes between you last saw them to report them, even if they leave or disconnect.

I reported someone via the website one time for spamming a possible porn site just so Anet could check it out and deal with the problem if it was one. They said they were addressing it. Now, they might just have sent an automated response, but I still got one just the same. I haven't seen that person spamming the site again so I suspect they fixed the problem.
