Arguably, his first move was sending an envoy to confirm his suspicions. A small move, but an important action nonetheless.

His next move would be what comes after the quest, I would have to say. But the spirit lord line is interesting. We know for sure he is a spirit now, and not some undead or construct. I still wonder if the Mad King Thorn is an Envoy - or perhaps more along the lines of Ice King Frozenwind.

Except the Steward also refers to Thorn as his "undead liege" when he gives you the quest. So which do we take as gospel, given that the same NPC uses both terms when talking about the Mad King?

He could of been reffering to the term undead rather than the group that Guild Wars uses. Technically Thorn is an incorporeal undead.

The fact that his envoys get free passage does suggest that whatever his status is, though, he's at least on friendly-ish terms with Grenth.
