I personally don't exactly know what this download-file is all about.. This is what I've got out of the thread so far: A downloadable (Free) software that gives you E-Cash for how ever amounts of hours one has played on the game, while active.. How much $ is the player getting out of this? if they play 12+ hours a day? How much will one get within 12 months?

The file in question has been checked and measured. All it does is collect aggregated gaming data for specific games that are on the supported list. Which ones and how long you play. No other information is gathered. Nothing personally identifiable.
I gain about a thousand points for a full day of gaming. (8-11 hours).
How many points you earn is entirely dependent on how long you are actually sitting at your keyboard and doing more than just moving the mouse or pressing a single key on the KB.
Even short breaks (3-5 seconds of inactivity) stop the point generation till you become active again so you cannot passively generate points.
To give you an idea of what you will need pointwise for anything in the mall, I ordered Civ IV and it cost me about 18,000 points.
That being said...
My experiences with Jact have been double edged.
On one hand, the concept is great. Get stuff for playing games. Can't beat that with a stick.
However the economy issue came at a bad time. I had just ordered a crappy set of ipod speakers as a "Lets see if I get this from them" test. 4 weeks later it hadn't come. It finally came to light that they were backed up very badly due to sponsors pulling out due to the economy.
They made promises to keep us up to date with how things were going. They promised to update the blog weekly, and made forum posts saying they would keep us up to date there as well. They are horrible at any sort of communication. They really only update when the noise on the forums reaches a crescendo. Then they placate with some data and it's back to nothing till the next uproar.
I finally received my "Test" order late August. 5 months late. It did arrive however. I still have an order of a more "Desired" magnitude (Civ IV) that is only 4 months old so far.
So while I can't jump for joy and shout from the rooftops "This is GREAT!" I can say that it is legit that I have received an item from playing guild wars, but the current state of affairs leaves much to be desired.
They no longer have a "Mall" that you can pick items that you want. Everything currently is a "Raffle" that I don't trust at all. There have been many times that the raffle would be expired, yet you could still buy tickets. So either people are able to buy worthless tickets to a raffle that has already been won, or they are extending the raffle ticket purchase past the posted dates.
This is supposed to be temporary till they get caught up with orders. Last few times they have updated the numbers of backlogged orders extrapolation puts catch up date near Christmas.
I would not personally expect the mall to return before then.
So if you are willing to take a leap of faith, or don't overly care about the game play data. I would suggest signing up if you are on the fence. Worst thing that will happen is that they die out completely as they never recover, and you never get any prizes. Or they can get caught up, return the mall to a semblance of less than total suck, and you get prizes for playing.

is it available outside the U.S yet?

No, and I wouldn't hold my breath. The biggest issue for such an endeavor would be shipping costs which as you know are astronomical when shipping from the US overseas. They are considering options such as allowing you to pay the shipping or perhaps including shipping costs in the prize cost of items. However with the current state of affairs I would not expect it for quite some time. As I already mentioned above, I believe they will get caught up sometime around Christmas. I wouldn't expect anything till at least 6 months after that if ever.
