I was not even aware of the polar bear last year until well after Wintersday lol. Say what you will about drop rates, its nice that we have advance notice this year 
I spent most of my time running the holiday quests last year because they amuse me and because they are profitable alternatives to the vaettir and raptor farms, which do not amuse me. I'll be doing the same thing this year, the polar bear is just a sweet and distant bonus.

Me and a friend both farmed this quest for like 10 hours each. Throughout the last event and no drop. But I know it's all based on luck and what not. I would just prefer they keep the droprate but leave the quest open all year long. Being able to only farm it for like a week around christmas time is kind of stupid.
Then again I also think they should leave snowball fights, dragon arena and all the other special games open all year long. I have a feeling a lot more people would be active if they actually kept the games open. Especially for people who are already fulfilled with their titles and characters.

This is what I don't understand though. They put that mini pig in as a drop (also a unique gold mini), that was WAY easier to get than the bear, and then for some reason they thought "this isn't enough, we need to give people more of them", and added them into the hat festival as well. The Polar bear is a ridiculously low drop rate by comparison, and yet they never thought the same thing about giving it away in the hat festival.
I'm just having trouble understanding what the developers' intent was with this thing. Why do they think having it this rare is a good thing? I don't have a problem with it being random, but why is it this rare in addition to also being a (temporary) seasonal item?
Most importantly though, why did they think the players would like it this way? Do they really think this helps to represent or encourage the Christmas spirit somehow? The posts about it here are filled with frustration and disappointment far more than good cheer, and the wiki discussion page on it is nothing but one long tirade of hate.
I can overlook it last year, because it just seemed like a big mess that was probably due to mis-communication within ANet or something. But this year they don't have that excuse, or really any other. They should have seen this coming, and reacted to what was obvious that the player base wants as a whole in regards to it.

Wouldn't be surprised if the same people started whining later to get the Everlasting Frosty Tonic drop rate increased. I'm also fairly certain that if these items weren't so rare and didn't have such a value, you wouldn't be making such a fuss over it.

This is an example of that tactic here.
People are not upset about the rarity but the extreme at which Anet set it. That is not the same as wanting everything handed to people.

I agree it should be a rare drop. The problem here is that Anet doesn't understand the difference between rare and arsenine. Rare would be a fun challenge, but this is rapidly making alot of players want to play a different game. Apparently Anet wasn't smart enough to listen to the feedback from last year.

you register on a website, you buy a magasine, and you get a mini visu (or any other rare mini), I really don't think you deserved it, and I think there should be another way, not based on dumb luck, to get one in game
and don't tell me about "in game economy", what you're calling economy is represented here by a bunch of power traders, very loud on these boards, but insignificant in game
and yes, I have a few rare minis, but I don't care about their price as I'll never sell them, I'm just collecting them (even if I'll never pay more than 100 ectos for one)

The only minis I don't have a problem with being extremely rare are the ones like the original Kanaxai and Panda giveaways, that were given out to the tournament winners. Because that's not random, and actually signifies an accomplishment in the game that has nothing to do with dumb luck.
The giving away of minis in Asia just for being one of the first to buy the game (or whatever it was) I don't think is right though. I don't have a problem with giving away a mini with a Collector's Edition of the game, and I don't really have a huge problem with the magazine giveaways (although again, I don't like region bias), because in those cases it's a choice to legitimately spend some real money to get a pet. If ANet offered Polar Bear for some real money in their online shop, I would consider it a similar offer, and that would be fine with me, regardless of however much they wanted to charge for it.
It's just the whole combination of factors that presents a problem with the Polar Bear, rather than any one factor individually. Temporary seasonal item + insanely low random chance of dropping + no alternative non-random way of getting it (aside from buying it from someone) = epic fail.
