Regina explained it several times) that the time of some other devs is split between coding on GW2 and helping Joe on GW1 code. And IIRC they'll be getting more staff to commit time to the Live Team. The Live Team is entirely based around Joe and Linsey, but it probably has other "virtual" team members (we can't say how much because there's no way we can know), that are made of the time of many other devs working on bits and pieces of the modifications Joe and Linsey plan ahead.
I bet that XTH is not really a priority, because it's not a core component of Anet's programming activity (it may even have been outsourced?), thus the problems we've been seing in the past. It's free stuff, and they usually correct their mistakes, so stop bitching about details.

That's the shortsighted view of zkeys: once the zkey is transferred to another player, what do you think he does with it? He uses it on a zchest and once in a blue moon gets his money back, but people mainly do it because of the title I guess. So in the end, the zkey buyer does put his money back into the game (ha ha \zranked!), and this is what's called a money sink. So please, next time, think a bit more than at the surface of things.
