The deal is "sometime" today (Thursday) they are going to release the upgrades/update and start dropping cupcakes. Friday at Noon PST (GMT-8) they are opening the boardwalk games and celebration stuff.
If you have ever waited for an update from Anet, you know that it could be anytime between now and sometime Friday before it hits. But here's to hoping it is sometime around Noon PST.

The Wiki's been pretty vague about this - suggesting that the update will be later on today. However, the in-game login announcement suggests that the event will start on the 24th, with no clarification as to whether the update will come with it.

"The Update" the OP refers to could mean the new content not when cupcakes start to drop.
The answer to that is nobody knows as its not stated anywhere, hopefully today though.

In Lindsey's latest talkback on the official wiki, she states that there will be an update for the festival changes in the towns today, but she was vague on whether it would include the much-hyped content update.

Yep its a little confusing with there website saying one thing and the log in screen saying another.
However most people are curious whether the live update that will happen this evening/afternoon will include the new content ie; the little pet zoo and zaishen etc, or will they update the new content gradually over the next few days. Besides they never say when the live update will happen in the log in screen.
The time when the event starts is pretty clear cut though.

It may be 1 more hour until cupcakes start dropping, but that is likely delayed until after the update as well. Updates usually happen around 4pm pst, or 5 hours from now.
How friggin hard would it be for the CR manager to come on here and straighten everything out?
