People in Beetletun (the closest outpost to where Nick is supposed to be) are saying that you need a WiK quest/Wanted active to be able to find him. Probably an artifact of this past weekend's updates.
EDIT: Confirmed. I got today's Wanted (Vess the Disputant) and took my mesmer into Watchtower Coast. Nick is on the beach, straight north from Beetletun, at Calamitous' location.

My other account hasn't got EoTN on it, so I can't even get WiK going. I guess no gifts for that account this week. (unless Anet makes some changes).

You just have to lead with your charac' who has the WiK quest ... should be enough to see Nicholas appearing, even though other accounts can't get the rewards, of course

I'm sure Anet will fix it asap once they figure it out, you also got all week to get them. But i can also confirm that you need a WIK to get him to show.

You have to have the WiK stuff available to you to get him to spawn currently--yes they will probably fix it (we hope).

Yeah, if anyone in the party doesn't have WiK going, none of that content will spawn, thus no Nick. I'm sure ANet will set it right once they figure it out.

anyone else had any luck with an alt account. I am going in with my main (who has done upto Mustering a Response, and has 3 Wanted Quests in their log, nicholas spawns if i go in alone, if I go in with my secomd account who hasn't finished prophecies and has no EoTN all i get is normal caromi spawns and no Nic.

I went in with my alt account and he wasn't there until I got the War in Kryta stuff started. The character had finished Prophecies and Eye of the North, but had not started any of the WiK things. Another guild member checked with a character that has not finished either Proph or EotN, and he wasn't there.

yes was able to get there on accounts that have neither finished eye or prophecies---and managed to get almost enough skulls on the way as well----
