Lindsey already addressed this issue on her FAQ and I asked her personally about this months ago. She said no, which I think is a load. Give the players the opportunity to use their cons on whatever charecters they want. This is just as compelling a reason as why Wisdom and Treasure were made account wide - so people didnt have to be locked in to one toon.
The only compelling reason NOT to make these account wide is that it will be more work for the Live team.
I would really like Lindsey to chime in with a legitimate reason to NOT make these account wide.

The TITLE has to have the effect, not the items used to increase the title.
Each rank of the Chance titles (excepting unlucky) has an effect.
Lucky goes with lucky, so it's an exception.
But when you max Drunkard, you have no benefit from that.
To be account-wide, a title should have effect(s), and no relation to game plot.
That leaves out all the reputation titles, the Festive titles and the Achievement titles (you need to advance in the plot to fulfill all the achievements).
If Drunkard being maxed increased the duration of inebriation (drink a leve 5 beverage and get 8 minutes (10 levels ) instead 3 (5 levels)) and then it could make sense to make it account wide.
Otherwise they are just gold sinks and nothing else.

Plan beforehand on what chars you want to get the titles, otherwise do it it more than one char, all these titles are way easier to get than it was 2 years ago, so chill and stop trying to make the game a damn walk-thru, I mean really.
Players do not want to make any effort anymore. It's sad.
It's time-sinks and gold-sinks for a reason. This game is already so easy, why make it even easier?

Grinding XP for attribute refund points, mapping to the desert to change secondaries, putting skills and attributes in manually instead of having saved builds, transferring all keys to a single character to open chests, things things all take effort, but they were pointless, inane, and did nothing to make the game fun.
Now, it's unfair to compare attribute refunding to drunkard, sure. One's a much bigger issue, and it isn't the booze.
But the fact remains: what possible advantage do single character wealth titles possess?
Wealth is gathered by the player, the items are bought by the player, they are used according to how the player wishes. There is no character specifics in the title. The money can come from anywhere, the items can be bought by anyone, and they can be used anywhere in the game. Ergo, nothing about the title is character specific; it is a sign that the account, the player, gained enough wealth.

I would REALLY like to see this changed. Can we get an official response from A.net??
