The easy and simple way.

Weapon damage baseline is at REQ 9, which is where you start any multipliers/exponentials of anything in this game.
To increase your #oTH, you have to increase your SL by a certain multiplier of numbers, but decreasing.
So from SL 9 to SL 13, the ML is 4.
From 13 to 15, the ML is 2.
from 14 to 16, the ML is 1.
Anything higher than 16 yeilds no gains.
+Attribute skills/spells/(whatever) affect this bonus, like a Dervish version of Awaken Blood.
So basically, a D/X with SL 12(MAX) with a:
Minor Sycthe Mastery Rune = 4 #oTH
Major Sycthe Mastery Rune = 5 #oTH
Superior Sycthe Mastery Rune = 6 #oTH

(The real problem with the Dervish class is the Mysticism Attribute Line, but this would be a nice bonus for Dervish Primaries.)
