I think it's a temple inhabited by people it's not a person or guys holding with swords etc. you guys think its one thing but if you look at it as a building it makes sence

I think it's a close up of a bigger picture... the brush strokes look like Daniel's style, and the resolution is pretty low, so I'm assuming it's from a bigger picture.

I would guess it is Divinity's Reach... that was the first thought in my mind.
