Players in England and Spain are experiencing this problem. The transatlantic connections run directly from these countries to the US (not over Germany).
A Canadian guildy got a D/C when tryign to accept a dungeon reward from an NPC, and he confirmed that he was in town on a US server (no connection to Europe needed).
Im in Europe and can connect to any char that is not located in a GH on all of my accounts (tried it over 3 different accounts). I can move any char from any town to the GH and back without a problem.
As soon as I try to connect to a char that is in a GH on loading I get err13 messages.
EDIT: Tried it again just now. The situation seems to have been fixed. more players are also on towns it seems.

I finally got into my guild hall. I was watching the ping carefully and the highest it got was 1k+. It settled down for the moment and I am able to switch to Euro districts. Currently my ping is 172 and stable. Seems they're trying to resolve it but I'm still being cautious.

OK, scratch my last post with the edit... the problem is back with a vengeance. Now I cant get onto any chars. All receive the Err40 now. And it doesnt matter if the chars are in a GH or not when I log onto them.

Euro servers still crashed, can't travel to pvp from GTOB it just get stuck on the way and kicks me from the game.
Oh, and Hero Battles is gone (even after talking to priest), probably landed in another dimension or something....may I call MacGyver to get my HB back?

we do read her posts. but saying its between us and germany doesnt explain why the euros in my allaince are still having issues.it only explains why i one of the americans in my allaince are having issues.

Perhaps Anet has multiple datacenters which are constantly updating each other, if one set of servers times out due to high latency this would have an effect on other servers as well.
Perhaps there is only one authentication server but regional database and game engine servers, again, this would cause widespread issues as well since all databases would have to be in sync.
Speculation at this point is not really productive especially speculation by people who have little knowledge of enterprise computing and WAN connections.

At the end of the day, it's their job to make sure we can play. Aside from that, giving fake excuses doesn't really add to their credibilty that it is in fact not their fault. (German - USA connection, that's why full american team are dc'ing, rite?)
It would be nice to know when we can expect to play again. Anyone has a rought idea how long it takes to "look into it further"?

Then, maybe servers are fine, maybe not... That's not as if each time they said to us the truth about what happens...
Then, stop QQ about people who report errors, and stop too QQ about people who QQ... It would be really frightening if nobody were QQing, it might be that nobody loves this game and want to play to...

The thousands of people geting these error codes are getting them from A-net servers , it's not our computers producing error codes... if Regina says servers are fine , she is not giving us the right information !!!
