If i was you i would check the screenshot forum or the wiki to see what they look like on certain chars with different types of armours. Unless you have plenty of gold in your pocket and nothing to spend it on i would make sure you like the look of them before you buy.
I bought some for my ele, i had no intention of getting the armour (think it looks ugly on most chars) so i bought gloves instead. Probably a mistake to buy them on reflection but whats done is done and i'm stuck with them now.

As much as expensive shiny equipment can't gain you any advantage in GW it can actually *disadvantage* you in PvP! A *fullbright* skin of Chaos Gloves, Chaos Axe or Tormented Shield makes you stand out in the battle and much easier/quicker to spot whenever an opponent may want to. That's why I've never got those myself (cost wouldn't be any problem). In PvE ofcourse it doesn't make any difference.

Their Chaos Gloves gloves actually work better with an armor with full sleeves, so that the hands show the glow but the wirst-cut is not seen. Example of good looks is Obsidian for both genders. Female Enchanter's with Chaos Gloves isn't that hot though because the wirst cut isn't smooth.
As for the other classes, yes, only on sleeveless armor please!
For Warriors, non elite Istani armor (I think?) is pretty sexy with Chaos Gloves. One of my fav Warrior armors along with Elite Gladiator (which happens to NOT go well with Chaos Gloves itself).

It's up to you if you like them enough to get them or not. Look at other people wearing them and see how they'd look. I do not have them.

I have 3 sets, (Ranger, Mesmer, Sin) which is why I'll never be rich.. I much prefer to invest my GW earnings in armors and stuff like this, simply because armors don't devalue in the same way that weapons and other toys do. You're always gonna have em unless you accidentally drag and drop em in battle(Done it before in Frostmaws, barely rescued em :P ) and they're probably going to keep you aesthetically pleased for the long run.
Sure it could be argued that with the nerfbat getting tossed around that the toon you pick for them might foreseeably get broken, but after 4 years of GW and 6 years of Neverwinter Nights, and countelss nerfs in both, I can say from experience that no class is ever truly broken, therefore your investment is safe.

after getting mine i was a little disappointed they look better on Chars. that are not your own. so it all depends are you trying to make your toon look good to you or other players.
