I believe the trigger is completing "The Missing Vanguard" quest. (Kinda makes sense - hehe) I tested it out a bit: EDIT: This theory is wrong.

Took new character (level 12) to EOTN, nothing - even after doing the first steps of the there- talking to Gwen, pool, Vek and Ogden, hanging a tapestry. EDIT: Got her to rank 1 in vanguard title, still nothing
Took my Ranger (level 20, rank 1 vanguard) there who had done a few story line quests, but hasn't completed any arcs - nothing. EDIT: Got "Rebel Yell" for her, and still nothing.
Took my Warrior (level 20, rank 1 vanguard) there EDIT: She had NOT done any of the story-line quests, and got the Dialog.
Must be missing something, My Warrior gets the dialog, but my Ranger has done more EotN stuff, but doesn't get it.

I have successfully gotten the goodies from Thackeray on a character that has not completed EotN, and has ZERO Vanguard rank.
I teamed with someone who HAD completed EotN, but had not heard any of the dialogues from the "tea recipe" one onwards. They took me into their HoM to hear the dialogues.
Previous attempts failed, when starting from later dialogues than the "tea recipe".

Anyone got Munne bugged? When I talk to her, she just offers me that necro quest and I can´t accept that quest or trade my honeycombs for candles. I have already obtained some stuff from Thackeray.

If you are having trouble getting votive candles from Munne, you are probably eithr N/ or /N my friend tried and they are nec, I was W/N and only got quest. I switched to W/Ele and had no trouble. I didn't bother to do quest to see if you can get candles after.

Now I just have to hack my monk through couple of eotn missions. I have done with it all the missions before HoS/DD except the last asura quest and the dialogue didn´t trigger, which is somehow strange.
EDIT: Tried with my ranger (Proph completed, but not much of eotn) and the conversation doesn´t trigger. Missing Vanguard-quest seems logical reason for that. Can´t abaddon that one, sadly

Seems my para couldn't talk to thackeray because she had missed one or two of the conversations. When I teamed up with somebody who hadn't seen any conversations but who had finished eotn thackeray talked to me.

After going through all the dialogues between Gwen+Thackeray, you need to talk to Thackeray outside EotN in Ice Cliff Chasms and talk to him about the candles.
Then you go to Munne in Sardelac.

Yes you have to make sure you sit through all of the conversations between Gwen and Thackery up until he talks about the picnic. Then, you follow him outside and he asks for candles, but doesn't know who you can get them from. THEN, and ONLY THEN can you go to Necromancer Munne and get 6 candles for 3 honeycombs.

3 chittinous summoning stones
deldrimor armor remnant
5 diessa chalices.

For those necros out there apparently having trouble getting candles.....you don't need to visit Munne on each individual character. You can pick up multiple sets of candles on one character. Simply give her the honeycombs for one set, and then put the candles in storage....you can then talk to her again on the same character if you have 3 or more honeycombs still in your inventory. Simply get as many sets of candles as you need in storage, and they can be used by any other character that has successfully triggered Thackeray's appearance outside the EoTN outpost.

35 Paper Wrapped Parcels so far. 2 consets, a few perfect salvage kits, a ton of summoning stones, hero armor upgrades and eotn collectibles (d-cores, g-stones, d-chalices, g.r. relics).

Although it says candies and gifts cannot be traded...one can drop them in exporable areas to transfer from one character to another....if wanted.

I go into HOM with my 2 accounts, both have finished Prophecies and EOTN. 1st toon finished both Proph and EOTN, the 2nd toon finished neither and has done no EOTN missions.
When I enter HOM with the 2nd toon as the party leader, Thackeray does not appear. When I enter HOM with the 1st toon as party leader, he appears.
I've also done the same with a character who isn't level 20 and hasn't finished any campaigns and got the dialogue and rewards.
