One can quibble about whether or not an update is "notable", but I really think you've left out some worthy updates.
2008 December - major skill update and addition of new Wintersday content for EotN. (I would call these new quests as notable as anything in the 4th anniversary update.)
2009 June - major skill update, including the major buff to rits (again, pretty notable, considering how many new rit characters and builds have been created since then) and significant changes to hero AI.
2009 August - major skill update and change to pets (less damage taken, more damage dealt), notable for making beast mastery more viable along with significant buffs to dervish and ele skills.
2009 October - new PvP henchies, major revisions to PvE henchie skill bars, revisions to henchie/hero/NPC AI, addition of new Halloween quest chain, and changes to UW. Plus the introduction of the Codex Arena. If that isn't a notable bunch of updates, I don't know what is.
2010 April - you conveniently omitted mention of all the changes related to the War in Kryta, the trial of Zinn, and the Gwen/Thackeray dialogs and scavenger hunt. While these events have not developed as quickly as we might like, they are hardly "nothing".
