Such a magical place it once was, I doubt that anything gamewise will ever affect me like that awesome patch once did. Also, The Granite Citadel has the same nostalgia to me, IDS - need I say more?
For hanging out, I love (as a few have mentioned already) Fisherman's Haven. I can look at the floating castle forever!

Boreal Station and Grendich Courthouse
Grendich for being extremely small, quiet and piecefull and always nearly deserted.

Everything small and colourful (so no way snowy/desert/ascalon landscapes). In my district almost everywhere is difficult to find even a single person so no problem of choosing an ignored outpost.
But generally I don't spend time in outposts unless I'm afk, and that usually happens in temple of balthazar. I like staying there so I can look at people's armours to get some inspiration.

Yak's Bend is one of my all-time favorite places. The first time I reached it there was a sense of "Okay, NOW I'm getting somewhere!" And I love soft snowy scenery. Amnoon Oasis would be a close second.
And of course Lion's Arch. Spending waaay too much time there these days.

Hero Battles Outpost
I spent so much time there doing the thing I enjoyed most in GW. It was so peaceful and quiet when no one else was there or when all chat was turned off.
Though it is used for Codex Arena, it will always be the Hero Battles Outpost.

Droknar's Forge because of the Forge run W/Mo style. Back before Dervs and Sins if u could run there you were pretty awesome. I loved running and I loved doing that run.

Oh, and there's something soothing about Serenity Temple, despite all the chaos surrounding it.

I like the look and layout of Beacon's Perch. It is a small outpost with a tiered design rather than one that is spread out with a lot of empty space, and it is nice to sit at the top looking out toward Lornar's Pass.

Not much in the way of music though.
Almost anywhere in Torment is a nice place I think. The grassy area in Nightfallen Jahai is my favorite place to afk once I clear it.
That or Dzagonur Bastion, im not sure what the deal is but my Fossil of a computer can get too-high of FPS.

Pro: Destiny's Gorge. Beetletun is also a very quiet town.
Fac: Bai Paasu Reach/Eredon Terrace. Peaceful, the area is very reminiscent of Shing Jea Island.
NF : Any outpost in Istan. The entire region is so beautiful and exotic.

Destiny's Gorge is a favorite of mine. The contrast between the cool water and surrounding desert is inviting. I really love the Crystal Desert. The landscape is haunting and beautiful and the music is inspiring. It's a land of forgotten people and civilizations. The desert vistas from high points is amazing. It makes me wish I could really be exploring.
Yak's Bend is a sentimental favorite.
In NF I like Koldash.
Gadd's Encampment reminds me of Foibles Faire in Pre because of the gentle rain and the tents.

Fisherman's Haven is still my favorite, it has relaxing sounds of waves, birds, and a floating castle(I guess its Galrath's castle). I like to go out to that little island by storage and let my mini siege turtle play in the water

Cavalon for me, it has all the services you need and the music in the Jade Sea area is my favourite by far.
