In a tight game, almost anything can be massive.

In a perfectly balanced game, anything and everything is massive.

Both of these situations are rare.

The real question is: are these minor imbalances worth anet taking the time out to fix them?

The best they could do for JQ at the moment is just making RoJ deal less damage ( i will pass on bomber necro since it's only there for kill , whereas monk can cap shrine with roj , heal it , save turtle , make it faster , etc...), and maybe make turtles/juggs use skill only when bodyblock , in order to make some melee chars less irrelevant

The answer is that these inbalances shouldn't have existed to begin with. Therefore, they should be fixed. From a company´s perspective, I would understand the choice not to fix this problem because the game is over six year old. On the other hand, there is still some people playing it.
To a consumer, this question is absolutely irrelevant and asking it obliterates your chances of it ever being fixed.

They should give the NPC more health instead. The bodyblock thing is already true.
