Pretty sure +15% weapons are all with a catch, may it be 'while hexed', 'while in stance', 'while enhanced', '-5 energy' or whatever mod. Apparently there was a +15% 'always', but those don't drop anymore atleast.

They dropped from bugged chests in one of the desert areas for a little while after release. If you can find one that isn't customised, expect to pay an insane amount of money for it.

Any WEAPON with +15% always will have either; -1 energy regen. pip, -5 energy, or -10 armor while attacking. If any +15% weapons ever existed with out a negative side then good luck because chances are they won't be for sale anymore.

also, back in the early days, a zealous mod would overwrite the -1 nrg regen from the weaponmod, resulting in a "15% always" zealous weapon.

There is a screenshot, right here on these boards, showing a sword that is +14% always with no penalties whatsoever. It might show up in search. These weapons did exist, but were discontinued.

No, the HoD sword is a normal 15-21 damage sword with a permanent +5 energy modifier to it. That's it - no damage modifier at all.

What they are referring to is items that existed right after GuildWars was first issued a year (or more) ago. Those items were discontinued prospectively, but some items still exist from those that saved them from way back when.
Because they were eliminated prospectively right after Guild Wars was issued, there are probably less than 100 in existance that were not customized. That's why they are so dang expensive.

these 15% swords are well known, and do have negative conditions.
i myself only know of two unconditional 13% always swords and of one 15% always swords that are still floating around. They are worth millions.

its like uhh a gladius, + 15% always req 11: -10 armor + 7 armor vs phys, sundering: 10/7
don't know if that's any good

However, having more points in the related attribute (swordsmanship, for example) will obviously increase damage output. This is what you are confused with.
Thus, in both the situations below, you will be dealing the exact same damage:
* Wielding a 15-22 Req7 sword, and having attribute level 12 in swordsmanship
* Wielding a 15-22 Req11 sword, and having attribute level 12 in swordsmanship

IMO 15(-10 armor while attacking) is best conditional all the time mod. add a +5 armor pommel and its not that bad...if you are a war that is that concerned about defence...
