I'm sure once you are in GvG communication will be key and people will start listening. At this point in time everyone is just trying to get used to the game and are in their own little world.

Perhaps a suggestion:
Whenever you luck out with a decent random group in PvE or Tombs (whatever) be sure to mention to them about adding to the friends list before the group disbands. OVer time you will have massed quite a list of friends. Now certainly some will fall away, but in the end you will have a reliable set of friends you can look for before taking the random plunge. Throw your guildmates in there as well, and you may never have to random team again (after some time of adding friends)
The worst crime would be to forget to add those whom you really struck a chord with.
