You get the bow from the last boss at the end of the elite mission Urgoz's Warren, which takes 4+ hours to complete with 12 people, and can only be finished with an excellent group. To access Urgoz's Warren your alliance has to become the top Kurzick alliance, and take control of House zu Heltzer.
Oh, and for killing the boss, only 3 items drop, for the 12 people who spent 4+ hours completing the mission.
