Yeah, alot of shields and items in general namely wands, offhands, and shields have mods as good or better than some of the greens. Seems to me kinda pointless to spend money on a green item with exactly the same stats as a collectors item that you can get in a few minutes work. Though thats probably just me.... At any rate the greens in prophecies are dropping in price right now, atleast from everything I can see of it.

You can craft that same sheild in Bukdek right outside of kaieng near the crafters that have all the aggro around them. The skin is called a "bronze sheild"
It was a handfull of iron ingots, a couple of steels and a couple of plat, if I remember correctly.

couple things. there are no more 20/20 collector wands in factions like there was in the FPE. however, in both cities with the 15k armor, there are crafters that you can craft 20/20 wands for every attribute (death, heal, fire, etc). they cost 10k plus crafting materials.
as for energy +5^50 with 20% recharge one handed wands, no collectors for those (the collector has +5 below 50, 20% recharge), but there are end greens with those 'above' stats for every attribute line.
anyway, personally my fav collector item, like already mentioned, is the 15^50 shortbow that actually has a shortbow skin. yay!

Not exactly true, theres a collector that gives a 20/20 rstoration magic staff in maatu keep, the problem is it requires something else (cant remember of the top of my head though), and i havent managed to find what drops the colletables it wants.
I also found a +45 -2 stance shield for 5 plague idols from a collector at the shezuin tunnels/nahpui quarter portal.

Also has a 20/20 domination staff and 20/20 communing staff.
Has a +60 hp/ -3 dmg while hexed shield that str based.
Takes 5 warden horns.

I'm still trying to find a Strength based +45/-2 Stance shield..but the -5(20%)/+30 HP ones from the center has done me quite fine for now.
