The clothes of the characters such as Cynn can not be worn, they're all custom built so to say.

Cynn is in the Eastern Frontier at the portal between the Eastern Frontier and Pockmark Flats. The closest town is the Frontier Gate.

I think there is a quest that takes you to Cynn, I belive is from Ascalon. Make sure that you have that quest highlighted in your quest log, and follow the green arrow / dot on the mini map.

Here's the map link. You want the Ascalon City/Old Ascalon part for the beginning to start.
Also, do what was said above. Highlight the mission in your log and follow the green arrow on your minimap. Eventually it will lead you right to her.
