Why isn't there any PvE only items?

I mean that would keep the balance in PvP, and give something for PvE players too look forward for. Like a godly Legendary weapon, that takes forever to beat the quest...

There are countless armors, weapons, dye colors, and etc that is PvE only. You can only bring it to PvP if you grind for it.
Second, 'Godly' stuff is against the Guild Wars philosophy that items and weapons as the determining factor.

pve is only to have cool armor at this point.. and to be able to do all the pve stuff, of course.
if you listened to this week's woc, izzy was saying they're gunna make more pvp items to match all the pve only items already existent.. the game is more focused on the competitive [pvp!] side, so having super good pve-only stuff isn't gunna happen.

What he measn I believe is a Speical weapon better than the average weapon BUT, havea code with itthat doesnt allow it to enter the pvp enviroment like how the cand canes, snowmen, etc are not allowed to be used. the wepaons should be better thanaverageweapons but not super mega overpowered.

PvE is lacking in the difficulty department and more importantly balanced around the current level and gear cap. Maybe more variations in gear would be nice, but there really is no need to make -better- gear.

The only disadvantage a PVE toon has is being forced to cap Elite skills instead of buying them with faction. Non-elites I just buy at Ember Light camp with my farming toon who has over 250 unused skill points and 900k gold. PVP-only players:
-are stuck with one set of armor (two is ideal) and cannot ever have a secondary armor set, be it for vanity or functionality
-cannot go to any town to buy and sell stuff
-only get 2 weapons and offhands, when ideally they need 3 sets minumum
-have no money to buy extra equipment (need PVE toon or friends / guildies to get money)
-cannot participate in festivals and special events
-cannot use candy canes to make 60% DP disappear in a flash
...and the list goes on and on. And you still want more?

Sigils do not matter, for the most part, unless you are being stubborn about not buying one from a npc. Even then, it just opens up the guild hall. The guildhall's primary purpose is to open up the gvg pvp aspect, which is something that should also not matter to a pve only player. The only optional purpose it serves, is having a place to be a meeting point after you go through the process of unlocking the npc services, which could be avoided entirely as well.
As for the championship trips, you actually have to umm pvp to qualify for it. I do not see how that can be a point of contention for strictly pve players.
Unless you are attempting to make a point to all pve only players to start participating in pvp, i really do not see the relevance here.

Im talking about balance between the two aspects of the gameplay.
Pvp has something, Pve has something, both offer something different and together is the only way to truly experience guild wars completely.
