So what weapon should a pvp necro mesmer be using?

I know that pvp elementalist often use the collectors air wand/artifact for the fast recharge...but what should a pvp blood necro be using? I also ask this because I have zero experience on necros.

I'd use a 20% wand and 20%/20% focus item, or a 20%/20% staff. Frankly, it's much faster to make a PvP character than worry about getting items from collectors.

Is the extra recharge really useful on a necro though???

Yeah, although faster casting would probably be better, depending on what your build is. Alternatively, you could use a Mesmer weapon, instead of a Necro weapon, or take a wand in one class and a focus item in the other.
