There are many different ways to go about doing this. Some people buy a program called Window Blinds, others (such as myself) use a program from neowin.net called uxthemepatcher and is free. The uxtheme patcher works great and allows you to install any visual theme you want, and there are many available from deviantart.com under the drop down menu system.....Customization>skins and themes>Windows utilities>visual styles

You should probably be able to get a look like that with litestep, which is free and will let you create all sorts of different GUIs on the PC.

My own desktop:

From my Mac. I use the same background on my PC. It's my latest piece in my art gallery.

My PC desktop back when I last used Litestep:

I don't used tabs, but it is a normal feature of litestep to have them.
