Got it in Pre-Searing as you can see An Ice Element right outside of Foible's Lair dropt it, to be exact.
And it looks like that because... Well, it just can. I've also had other special looking items, but this on is the second I really like. The other one is the Long Bow dropt by Avicaras somewhere in the Shiverpeaks, oh I love those! If I ever get my hands on a perfect one Hehe.

Ive gotten both versions of the horn bow....but I dont remember wich is rarer,,the one with the heads or the other one.... 
Ive also gotten both the earth staffs, but I sold them. My primary element is fire, although my secondary element is geo, I really dont have much use for it.

I think you can get it from a collector in Dragons Gullet (the Plasma Blade) but it is just a rumor i heard once.
