no, its a zone, kind of like FoW without the entry fee. see the site map if you want to know where it is.

As of now: UW un-soloable, with disenchanters at the start. Screw SB.
As of now: AoE scares monsters away... not sure what to think about that; eles were never primary farmers anyway.
The UW update pisses me off, but at least we can still do the FoW alone. And SF, if only a limited space.
