As an avid role player I would want this to become a reality but I would guess you would need more than a district you would need a third character generation type

pvp pve and roleplaying
There would then have to be positive reasons to choose the third option reasons that altered the entire game so role playing was the only way to progress in the game or at least made it easier than not role playing.

If that wasn't done then I suspect the district would become a second home for those with nothing better to do than cause trouble and spam the district with rude messages.

Maybe a decent computer based role playing game will come about one day it would have to be a heck of a game to beat live action role playing but we can hope.
